Fulton is the largest city in and the county seat of Callaway County, Missouri, United States. It is part of the Jefferson City, Missouri Metropolitan Statistical Area. When the first history of Callaway County was compiled in 1884, the die had already been cast as far as the type of community Fulton was to be.
